Energy Regulatory Executive Joins Strasburger

Mark Walker, an attorney with nearly 30 years’ experience in energy regulation and operations, has joined Strasburger & Price, LLP as Of Counsel to the firm. Based in Austin, Mark will serve clients in the energy, utility, oil and gas industries and the governmental sector, providing counsel on a variety of regulatory, contract, financial, administrative, and operational matters.
“Mark’s unique and extensive background provides him with intimate knowledge of the challenges facing the energy industry,” said Spencer W. Stevens, Partner-in-Charge of Strasburger’s Austin office. “He offers our clients solutions that are rooted in his deep understanding of regulatory structures in Texas, wholesale and retail competitive markets, and complex laws governing the operations of utilities. His expertise is an exciting addition to Strasburger’s energy practice.”
Mark previously served as Vice President of Regulatory Affairs for one of Texas’ top electricity suppliers; as General Counsel to the Electric Reliability Council of Texas (ERCOT), one of America’s first independent electric power system operators; and as Counsel to a major public power utility. His experience also includes contract negotiation/drafting, environmental law, asset management, nuclear operations, open government law, non-profit corporations, and water utility permitting.
Mark has appeared before state regulatory agencies, including the Public Utility Commission of Texas, and participated in independent system operator/regional transmission organization and related Federal Energy Regulatory Commission and North American Electric Reliability Corporation activities.
Among his accomplishments, Mark successfully advocated for changes in state law, regulation, and market rules to enhance opportunities for electricity suppliers – improving efficiency of markets, ensuring fair treatment of suppliers, and enabling development of new power supplies, such as carbon capture generation, merchant nuclear, and renewables. As a member of the management team that developed and implemented the most successful competitive electricity market in the country, he helped complete that project on time and on budget. He also participated in the development of the original and amended standard generation interconnection agreement and related processes for the independent system operator handling nearly 90%of Texas’ electric load.
Mark earned his J.D. from the University of Texas School of Law.
