CBP Issues Reminder to Motor Carriers to Avoid Year End “DTOPS” Backlog and Renew Their Annual User-fee Transponders Now

 Michael K. Schreffler, International Trade Liaison, U.S. Customs and Border Protection (CBP), has issued a reminder to commercial motor carriers that they should be submitting their orders to renew annual user fee transponders to CBP’s  Decal / Transponder Online Procurement System (DTOPS). The annual Commercial Vehicle User Fee is $(U.S.)205, which includes a $(U.S.)100.00 CBP fee, and a $(U.S.)105.00 Animal and Plant Health Inspection Service (APHIS) fee. A planned 10% increase of the APHIS fee has been postponed for this year.
  
If a commercial vehicle entering the United States does not have an operating transponder, it will be required to pay an individual crossing fee of $(U.S.)10.75 ($5.50 to CBP and $5.25 for APHIS) each time it enters the U.S. Mr. Schreffler expressed concern that as of November 6th, DTOPS had received less than a third of the renewal orders it normally receives by this time each year. Mr. Schreffler goes on to warn that “the trade community is at their own risk if a large backlog is created at year-end and they do not receive their transponders by December 31st.”  He reports that at this time the DTOPS processing center is completely current with their workload and that this is an opportune time to file your order.
 
Carriers should be aware that the payment of individual crossing fees is not credited to the subsequent cost of an annual transponder, nor is the cost of an annual transponder prorated if purchased the start of the New Year. You may apply on-line to order a new transponder or renew your current transponder, or you may find more information concerning the annual fees, at https://dtops.cbp.dhs.gov.
